World Customs Organization Formally Recognizes Dietary Supplements as a Standalone Category

Dietary supplements are set to be formally recognized as a distinct category in global trade for the first time, following a recent update to the Harmonized System by the World Customs Organization.

An intergovernmental organization headquartered in Brussels, Belgium, the World Customs Organization was established in 1952 and describes its mission as being “to enhance the effectiveness and efficiency of customs administrations.” Its 187 Members, three-quarters of which are developing countries, are responsible for managing more than 98 percent of world trade.

Announced on 23 January 2026, the changes to the so-called ‘Harmonized System’ are said to follow disputes, court cases, and the inconsistent classification of dietary supplements across countries. The issue was apparently studied between 2017 and 2024, with input from bodies including the Food and Agriculture Organization (FAO) and the World Health Organization (WHO).

The new system introduces a new heading specifically for dietary supplements. This includes two sub-categories: one for supplements in measured doses (such as capsules and tablets) and another for supplements sold in retail packaging but not in single-dose form. New legal notes supposedly clarify what counts as a dietary supplement and what qualifies as a measured dose.

The World Customs Organization claims the changes will reduce legal disputes, improve customs controls, and provide governments with more reliable trade data. Given that the global body collaborates closely with the notorious Codex Alimentarius Commission, however – an international organization with a long history of attempting to restrict the availability of supplements through regulatory harmonization – its motives have to be viewed with some suspicion.
